Since joining French Engineering in April of 2009, Bill has worked on numerous traffic-related designs, including work zone traffic control, temporary and permanent traffic signals, and signing and pavement marking plans. In that time, he has become intimately familiar with the relevant PennDOT and Pennsylvania Turnpike Commission (PTC) guidelines, including:

In addition to plan development, his design work also includes the calculation of quantities, the preparation of cost estimates , and the development of specifications. He is also an experienced field inspector of traffic-related items, including traffic signal hardware, signs, and pavement markings. Finally, he assists with the development of H&H reports, traffic data collection, and the review of Transportation Impact Studies.
He is an experienced user of Microstation V8i, AutoCAD 2010, Inroads, AutoTURN, SignCAD, AutoTAB, and HEC-RAS.
Recent projects for which Bill was the primary technician include:
- District 12-0: SR 0070-K10 - Prepared the Signing and Pavement Marking Plan for the interchange of I-70 and PA 31 in Westmoreland County. This included several custom-designed signs on I-70 approaching the interchange.
- Pennsylvania Turnpike Commission: MP 19 to 31 Rehabilitation Project - Prepared the Traffic Control Plan and Specification for this project to rehabilitate 12 miles of the mainline Turnpike near Warrendale The plan included several phases of construction in the mainline toll plaza at MP 28.
- District 12-0: Green Light Go, Hempfield and North Strabane Townships - Performed Traffic Signal Designs to add and upgrade miscellaneous hardware at 11 existing intersections.
- District 11-0: SR 0088-A23, South Park and Bethel Park - Prepared the Temporary Traffic Signal Plan for six phases of construction at an existing signalized intersection.
- District 12-0: Laurel Valley Transportation Improvement Project - Prepared the Signing and Pavement Marking plan for this proposed facility, which included three roundabouts.
- District 8-0: SR 0015-034, York and Adams Counties - Prepared the Signing and Pavement Marking Plan and Traffic Control Plan for proposed intersection improvements along approximately 9 miles of SR 0015 between Dillsburg and SR 0094 in Adams County.
